Many older versions of Microsoft Office came with the
Microsoft Photo Editor. It is a simple tool for creating special
effects.
In MS Office XP, the Photo Editor can be found on the
Start menu in a folder called Microsoft Office Tools.
You can use the Effects menu In Photo Editor to change
the texture and color of your photos.
