A Good Power Supply

Good power supplies also have a narrow range of +/- 5% of the nominal voltage. If the unit exceeds these limits, it should shut down automatically.

 

If the voltages do not remain stable or exceed specifications, your delicate hardware may be trashed. The processor, in particular, cannot tolerate spikes and brownouts.

Last, a quality power supply has a good cooling fan. The cheaper the power supply the louder and more annoying the fan.
